VCV is just another public use airport in the eyes of the FAA, so you can technically do anything you can do at any other airport.  It is the facility owners that will set their rules of so-called no photography on their ramps etc...
As Keith mentioned, I have never seen another person outside or inside the fence patrolling.  The thing that will get you a "no" is if you go in and ask.

Definitely don't use the word "Charter" when you want to explore the airports.  That raises a lot of additional concerns.  Simply rent a plane with an instructor and go flying.  You are only playing for the aircraft rental and instructor.  Let me contact the local spotters group here in DC, several of our photographers have used a particular flight school out there and have had great success each time.  Several flight instructors in the area know exactly what you are trying to accomplish and will do their best to get you the best aerial images and on the ground.
