I have no idea , I get emails like this all the time . I know where dozens of these engines sit in the desert , but I am not in the biz of divulging my contacts to a customer whom does not want to hire me .
Right now I consult for 2 aviation companies and they pay me very well .
9 times out of 10 , these foreigners will look to cut corners to buy parts here and install them over there w/o FAA certification .
I do not extend my services when a customer wishes to drop millions of dollars but can not pay me .

PS- I am a St James guy myself , moving back to the area in 2 weeks . Copperbeach Road and Moriches road was the stomping ground for Bendix Aviation which became Gyrodyne Helicopters . There are old runways and a control tower back there on the now Eminent Domain land confiscated by SBU . Bendix Helicopters started at Fitzmaurice Field in Massapequa Park .
