{coyotes} NHLPA votes to approve hybrid icing

Hybrid icing is officially coming to the NHL, Deputy Commissioner Bill Daly announced during an appearance on NHL Live on Monday.

the new rule will be implemented for the 2013-14 season after it was used experimentally during preseason games. After the League's Board of Governors approved the use of hybrid icing, the final approval came in a vote by the membership of the National Hockey League Players' Association.

In hybrid icing, the linesman has the authority to whistle the play dead on a potential icing if a player from the defending team reaches the dot inside the faceoff circle in the far zone before a member of the clearing time reaches the dot.

Here is the official wording of the new rule:

Rule 81.1 – Icing: For the purpose of this rule, the center red line will divide the ice into halves. Should any player of a team, equal or superior in numerical strength (power-play) to the opposing team, shoot, bat or deflect the puck from his own half of the ice beyond the goal line of the opposing team, play shall be stopped. For the purpose of deflected pucks, this only applies when the puck was originally propelled down the ice by the offending team.

For the purpose of this rule, the point of last contact with the puck by the team in possession shall be used to determine whether icing has occurred or not. As such, the team in possession must "gain the line" in order for the icing to be nullified. "Gaining the line" shall mean that the puck, while on the player's stick (not the player's skate) must make contact with the center red line in order to nullify a potential icing.

For the purpose of interpretation of the rule, there are two judgments required for "icing the puck". The Linesman must first determine that the puck will cross the goal line. Once the Linesman determines that the puck will cross the goal line, icing is completed upon the determination as to which player (attacking or defending) would first touch the puck. This decision by the Linesman will be made the instant the first player reaches the end zone face-off dots with the player's skate being the determining factor. Should the puck be shot down the ice in such a manner that it travels around the boards and/or back towards the end zone face-off dots, the same procedure shall be in effect in that the Linesman shall determine within a similar distance as to who will have touched the puck first."

For clarification, the determining factor is which player would first touch the puck, not which player would first reach the end zone face-off dots.

If the race for the puck is too close to determine by the time the first Player reaches the end zone face-off dots, icing shall be called.

The puck striking or deflecting off an official does not automatically nullify a potential icing.

{coyotes} Bissonnette's suspension reduced to three games

NEW YORK -- The National Hockey League announced today that it has reduced Phoenix forward Paul Bissonnette's suspension from 10 games to three games for his conduct in leaving his team's bench to join an altercation during NHL Preseason Game No. 9 in Phoenix on September 15, 2013.

In the game in question against the Los Angeles Kings, Bissonnette was assessed a game misconduct under Rule 70.6 for leaving the Players' Bench illegally during an altercation or for the purpose of starting an altercation -- an infraction that also calls for an automatic suspension for 10 Regular Season games.

Because this incident occurred during a preseason game, there was less video evidence than is typically available for these types of reviews, and as a result, the precise timing and circumstances pursuant to which Bissonnette entered the ice surface are not apparent in the video. What is clear in the video is that by the time an altercation ensued, there were six (6) Coyotes skaters on the ice as compared to the normal five (5) skaters for the Kings, and that Bissonnette was the "extra skater" that had entered the ice surface and joined the altercation. Bissonnette was assessed a game misconduct penalty for leaving the Players' Bench illegally under Rule 70.6.

Subsequently, Bissonnette was assessed an automatic 10-game suspension pursuant to Rule 70.10. Bissonnette appealed his automatic 10-game suspension pursuant to Section 18.17 of the CBA. During the appeal process, video evidence not available to the League at the time of the assessment of the suspension was reviewed. Although not conclusive, this new evidence lends support to Bissonnette's contention that, at the time he entered the ice surface, he did so legally, to substitute for Phoenix forward Max Domi. That contention is also supported by various of Bissonnette's teammates and by Phoenix Head Coach Dave Tippett. None of the on-ice officials definitively contradict Bissonnette's contention. Rather, because Domi never exited the ice surface and, in fact, later joined the altercation himself, the officials merely (and properly) determined that a violation of Rules 70.1 and 70.6 had occurred.

Given the totality of these circumstances, including the lack of conclusive video evidence, and Bissonnette's credible assertions regarding the intended legality of his substitution for Domi at the time, the League has decided not to apply the 10-game automatic suspension to Bissonnette under Rule 70.10.

Still, the League has concluded that Bissonnette must bear some responsibility for the situation that occurred on the ice in which six (6) Phoenix Coyotes' Players ended up participating in an altercation, principally involving and targeting Los Angeles forward Jordan Nolan. In this regard, the League is assessing Bissonnette a three-game suspension for his role in the events surrounding the on-ice altercation with Nolan under Rule 28 -- Supplementary Discipline.

It is important to emphasize the uniqueness of the facts in this case, particularly as it relates to the lack of adequate video evidence revealing the precise circumstances and sequence of events that are critical to the application of the automatic suspension.

Typically, in reviews of Rule 70 violations (as was already the case once this pre-season), there is conclusive video evidence that allows for the proper verification of the events on the ice, and the appropriate application of the Rule in question.

As a result of the League's determination to reduce Bissonnette's suspension to three games, Bissonnette and the NHLPA have agreed to withdraw their appeal. The matter is now closed.

Under the terms of the Collective Bargaining Agreement, and based on his average annual salary, Bissonnette will forfeit $11,346.15. The money goes to the Players' Emergency Assistance Fund.

Bissonnette will miss games October 3 vs. New York Rangers, October 5 vs. San Jose and October 8 vs. New York Islanders. He will be eligible to return October 10 against Detroit.

{coyotes} Coyotes send top pick Max Domi to OHL

The Phoenix Coyotes are sending 2013 first-round pick Max Domi back to his junior team, Domi said Saturday on Twitter.

Domi, the 12th pick in the draft June 30 at Prudential Center, appeared in four preseason games. He had no goals and an assist. The son of longtime NHL player Tie Domi, Max Domi had 39 goals and 87 points in 64 regular-season games for the London Knights of the Ontario Hockey League last season before adding 11 goals and 32 points in 21 postseason contests.

"Had an amazing experience in Phoenix!" Domi tweeted. "Learned a lot and can't thank everyone enough! So pumped to get back at it with the boys in London!"

London will be the host of the 2014 Memorial Cup, so the Knights will have an automatic berth. Domi will also be a favorite to represent Canada in the 2014 IIHF World Junior Championships.

GLENDALE, Ariz. (AP) -- Oliver Ekman-Larsson scored a power-play goal late in the third period and the Phoenix Coyotes closed out their preseason schedule with a 2-1 win over the San Jose Sharks on Friday night.

2012-13 record: 36-7-5 (Presidents' Trophy winners beat Boston in six games for second Stanley Cup in four seasons)

The reigning champions should be in the mix again. Key scorers Patrick Kane, Jonathan Toews and Marian Hossa all return. Corey Crawford has been firmly established in net with a $6 million contract and the defense is solid.

Head coach: Patrick Roy

2012-13 record: 16-25-7 (Finished with worst record in West)

Hall of Fame goalie Patrick Roy was brought in to revamp an Avs team that has not made the playoffs since 2010. Colorado added top draft pick Nathan MacKinnon at center, forward Alex Tanguay and defensemen Cory Sarich, Andre Benoit and Nate Guenin. Goaltenders Semyon Varlamov and Jean-Sebastien Giguere should benefit from Roy's presence.

Head coach: Lindy Ruff

2012-13 Record: 22-22-4 (Late slump left Stars 11th in West)

Former Buffalo coach Lindy Ruff was hired to shake up the Stars, who acquired centers Tyler Seguin and Rich Peverley from Boston and traded for defenseman Sergei Gonchar and center Shawn Horcoff. The changes should help but ending five seasons away from the playoffs will be a big challenge.

MINNESOTA WILD

Head coach: Mike Yeo

2012-13 record: 26-19-3 (Made playoffs for first time since 2008 but were eliminated by Chicago in first round)

The Wild could be in the playoff hunt again with more strong play from leading scorer Zach Parise, defenseman Ryan Suter and 2013 rookie Jonas Brodin. Left wing Dany Heatley, back from a season-ending injury, also will be counted on to help replace departed Devin Setoguchi and Matt Cullen. An effective backup to netminder Niklas Backstrom is needed.

NASHVILLE PREDATORS

Head coach: Barry Trotz

2012-13 record: 16-23-9 (Tied for fewest goals in the league and finished next to last in points in the West)

The Predators went for offense, signing Matt Cullen, Eric Nystrom, Matt Hendricks and Viktor Stalberg to go with returning leading scorers Shea Weber and David Legwand. But key to season might be how well goaltender Pekka Rinne, who had hip surgery in May, bounces back from career-low .910 save percentage in 2013.

ST. LOUIS BLUES

Head coach: Ken Hitchcock

2012-13 record: 29-17-2 (Lost to Los Angeles in first round of playoffs after leading series 2-0)

The Blues should be in the playoff mix again but how far they go appears to be a continuing problem. Chris Stewart, David Backes and a healthy Vladimir Tarasenko need to score more and a solution is needed in net after Brian Elliott and Jaroslav Halak struggled at times, affording Jake Allen more time. Alex Pietrangelo's seven-year deal boosts the defense.

WINNIPEG JETS*

Head coach: Claude Noel

2012-13 record: 24-21-3 (Ninth in East, missed playoffs)

The Jets are back in the West thanks to NHL realignment, but the switch is not likely to end a playoff drought that stretches to 2007. The new Central Division is too tough. There could be improvement, though, with the addition of right wing Devin Setoguchi. Rookie Jacob Trouba should help the defense.

The Ducks will need to make up for loss of traded Bobby Ryan's scoring but the return of top scorers Ryan Getzlaf and Corey Perry and the goaltending of Jonas Hiller and Viktor Fasth should produce another postseason run. Dustin Penner, with Los Angeles last season, should help fill the Ryan void.

CALGARY FLAMES

Head coach: Bob Hartley

2012-13 record: 19-25-4 (Only the Florida Panthers and Carolina Hurricanes allowed as many or more goals)

Jarome Iginla and Jay Bouwmeester and goalie Miikka Kiprusoff are gone, but the story will be the same - no playoffs for a fifth consecutive season. Karri Ramo, in Russia the past four years, will take over in goal gone with forward David Jones and defenseman Shane O'Brien added from Colorado.

EDMONTON OILERS

Head coach: Dallas Eakins

2012-13 record: 19-22-7 (13th in West)

Absent from the playoffs since 2006, the Oilers, with a new coach, should be improved but will be missing injured centers Ryan Nugent-Hopkins (shoulder) and Sam Gagner (jaw) early. Nugent-Hopkins, who signed a seven-year contract, and right wing Jordan Eberle need to overcome poor 2013 seasons, though. Left wing David Perron and defensemen Andrew Ference and Denis Grebeshkov could be key additions.

LOS ANGELES KINGS

Head coach: Darryl Sutter

2012-13 Record: 27-16-5 (Fifth seeds beat St. Louis and San Jose in the playoffs before falling to Stanley Cup champions Chicago in five games in the conference finals)

The Kings have the talent to make another run at the Cup, which they won in 2012. But Los Angeles needs a return to form by goalie Jonathan Quick and leading scorer Anze Kopitar to increase his goals production (10 in 2013). Key scorers Justin Williams, Jeff Carter and Mike Richards also return along with top defensemen Drew Doughty and Slava Voynov.

PHOENIX COYOTES

Head coach: Dave Tippett

2012-13 Record: 21-18-9 (10th in West)

Their ownership finally settled, the Coyotes moved to boost their offense by acquiring center Mike Ribeiro, who had 49 points last season with Washington. A healthy number two scorer in Radim Vrbata should also help. Goalie Mike Smith signed a long-term deal with Keith Yandle and Oliver Ekman-Larsson back to lead the defense.

SAN JOSE SHARKS

Head coach: Todd McLellan

2012-13 Record: 25-16-7 (Sixth seeds ousted Vancouver in conference quarter-finals before losing to Los Angeles in seven games)

The postseason run, which stretches back to 2004, should continue for the Sharks, but how far will it take them? Points leader Joe Thornton and top goal scorer Logan Couture both return as do past mainstays Patrick Marleau and Dan Boyle and the younger Joe Pavelski and Brent Burns. Goalie Antti Niemi could be under a lot of pressure unless a solid back-up emerges.

VANCOUVER CANUCKS

Head coach: John Tortorella

2012-13 Record: 26-15-7 (Third seeds swept by San Jose in opening round of postseason)

The aging Canucks try to regroup after last season's first-round playoff ouster for what could be a final push for the Stanley Cup with the current group. Former Rangers coach John Tortorella inherits the job but keeping up in the new Pacific Division could be a challenge. Forty-point scorers Henrik and Daniel Sedin return and Roberto Luongo is firmly entrenched in goal with the Cory Schneider trade.

Sept 27 (Reuters) - Five teams to watch in the 2013-14 National Hockey League (NHL) season which starts on Tuesday:

TORONTO MAPLE LEAFS

Nowhere in the hockey world are expectations higher than in Toronto where the Maple Leafs will try to end the National Hockey League's longest active Stanley Cup drought.

It has been 45 years since the Leafs last sipped from the silver mug and the team's fans, who pay the NHL's highest ticket prices, are demanding more for their money.

The Maple Leafs, who are the only NHL franchise to be worth $1 billion, have been a success everywhere but on the ice.

Last season, Toronto ended a seven-year playoff drought but exited in the first round in excruciating fashion by losing to the Boston Bruins in Game Seven after squandering a three-goal third period lead.

In an effort to take the next step, the Maple Leafs made some bold offseason moves by adding toughness (David Clarkson), experience (Dave Bolland) and goaltending (Jonathan Bernier).

PHOENIX COYOTES

The NHL rid itself of one of its biggest headaches when the league-owned team finally found a buyer for the troubled Phoenix franchise and ended an embarrassing four-year saga.

NHL Commissioner Gary Bettman, who had refused to relocate the team, turned the keys over to a group of investors headed by Canadian businessmen George Gosbee and Anthony LeBlanc for the bargain basement price of $170 million, well below the average team worth of $282 million.

The question now is, can the NHL thrive or even survive in the Arizona desert.

Despite the many problems and financial uncertainty, the Coyotes still made the playoffs for three straight years from 2010 before missing out on the postseason last season.

With additions like free agent center Mike Ribeiro and signing netminder Mike Smith to a long-term deal, the Coyotes should challenge for a playoff spot this season but winning back fans will be as important as winning games.

EDMONTON OILERS

With the number one draft pick in three of the last four years, the Oilers have been stockpiling young talent and now fans are expecting to see some results and a return to the playoffs for the first time since 2006 - the league's longest playoff drought.

Number one selections Nail Yakupov (2012), Ryan Nugent-Hopkins (2011) and Taylor Hall (2010) along with Sam Gagner (sixth overall 2007) and Jordan Eberle (22nd overall 2008) form the dynamic nucleus of team that is under pressure to produce with plans for a new downtown arena.

Oilers general manager Steve Tambellini and coach Ralph Krueger were fired and replaced by former Oiler player Craig MacTavish and Dallas Eakins, respectively, rated by many as one of the bright young hockey coaching minds, serving notice that patience is running out in the City of Champions.

SAN JOSE SHARKS

Since entering the league in 1991, San Jose has failed to reach the postseason five times. For 14 of the last 15 seasons, including the last nine, the Sharks have advanced to the Stanley Cup playoffs.

Yet for all their consistency, including a Presidents' Trophy in 2009 for finishing the regular season with the best record, the Sharks have yet to reach the Stanley Cup finals.

The quest begins again this season with Todd McLellan behind the bench for a sixth season and many familiar names including points leader Joe Thornton, top goal scorer Logan Couture and mainstays Patrick Marleau and Dan Boyle.

Antti Niemi, a Vezina Trophy finalist as the NHL's top goali, started 43 games in last season's lockout-shortened 48-game campaign and can expect a similar heavy workload this season.

SEVEN CANADIAN TEAMS

Not since the Montreal Canadiens celebrated the last of their record 24 Stanley Cups in 1993 has the treasured trophy been paraded through the streets of a Canadian city and the hockey mad country is determined to see hockey's 'Holy Grail' return to its spiritual home.

Only five times in the last 20 years has a Canadian-based team even reached the Cup finals (Vancouver 1994 and 2011, Calgary 2004, Edmonton 2006 and Ottawa 2007).

During those two decades teams from non-traditional hockey markets, the Tampa Bay Lightning, Carolina Hurricanes, Anaheim Ducks and Los Angeles Kings have all sipped from Lord Stanley's mug while Canadians thirst for a title has gone unquenched.
