There are at least 10 track and field athletes ahead of him. Check where all Mr. Bolt is missing by comparing with other Track and Field Athletes, to be more relevant compare it with Carl Lewis.
Bolt is no where closer to Phelps (a true PERIOD). He is the fastest runner as of today in 100m and 200m and that's all he can contribute to his greatness which is not strong enough to compare with Phelps contributions.
